OC Register 2024 General Election Candidate Questionnaire
Mark H. Plager, Cypress City Council District 3 candidate, 2024 election questionnaire
Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: Although Cypress is fiscally sound — with excellent parks, well-maintained roads, and outstanding resident services, including police, fire and a senior citizens center — the biggest need for the city will be finding and developing new revenue sources to offset the growing cost of providing these services to the community, without raising taxes. The cost of doing business is increasing for every city.

In addition to being prudent in how we spend our resources, how can Cypress generate new revenues to address growing costs without raising taxes? First, we maintain a business-friendly environment to attract and retain commercial and retail businesses in Cypress. Where possible, we encourage new retail projects that will provide additional sales tax revenues. The award-winning Cypress Square project, which brought new housing, a new hotel and new retail space to Cypress, is an example of the kind of projects I will work to bring to Cypress as a member of the City Council.

Kyle Chang, Cypress City Council District 3 candidate, 2024 election questionnaire
Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: One of the most significant issues facing our city is the lack of honest communication with residents and the failure to involve them in important decisions. For example, the city has been working on updating the housing plan, but residents are only being brought into the process at the very end, just before they’re asked to vote on it. At times, it feels as though the city has deliberately withheld information or even misled residents. A recent example is an open house held to discuss the housing ballot measure, which wasn’t properly advertised on the city website or anywhere online. Additionally, the city has used scare tactics, claiming that if the ballot measure isn’t approved, “the State will override local governments and impose housing projects” and that the city risks “losing local control of planning decisions.” But the truth is we already have a state-approved housing plan. Our city must improve its communication with residents and actively include them in major decisions that impact our community. Any planning that requires community approval is destined to fail if the community isn’t involved in the planning process from the start.

OC Register 2024 General Election Candidate Questionnaire
Gayel Kaplan, Cypress City Council District 3 candidate, 2024 election questionnaire
Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: The biggest need our city of Cypress faces is how to manage the changes that affect our city’s present and future. Change is inevitable, but how change is managed matters.

We need to address our more suburban style of living changing to a more dense urban area. We must be aware of how to mitigate some of these new density issues.

This is why more than one person in the city’s administration needs to be involved with the current planning on how to meet the state’s mandate. To reiterate, a thoughtful, unbiased resident-focused planning committee is a first step to safeguard the best interests of Cypress’s current and future citizens.

The Cypress Planning Committee will consider traffic flow, congestion, parking, safety access routes for emergency vehicles, water usage for our drought-prone areas and the height of new structures on the surrounding environment. Architectural design can be 1950 Soviet-style block apartments or buildings that are not only environmentally sustainable but incorporate design aesthetics that add interest and beauty.

The Planning Committee must take into account the importance of green spaces, trees, widths of sidewalks and a multitude of elements that affect all our citizens. My concern for the quality of life of our current and future residents motivates my goal to be District 3’s representative.

    X/Twitter Post featuring Leo: https://x.com/CypressChamber/status/1777817346985677057

Leo has formerly served as a Cypress Recreation and Community Services Commissioner.

He is an alumni of https://www.newpoliticsacademy.org/, an explicitly non-partisan organization that advertises itself as a political training program for ‘servant leaders’ who put ‘community over self’.  Their website says, in regards to if they are a conservative or progressive group, “We work with folks across the ideological spectrum”. It goes on to say, “We need leaders with the courage to stand up for what’s right, the integrity to build trust, and the empathy to understand that their decisions affect real people’s lives”.

Leo doesn’t advertise any political parties or explicitly partisan groups in his endorsements on his platform, and the individual elected officials he shares that have endorsed him haven’t made the news for any view that targets marginalized peoples. Only one of the officials who have endorsed him is running for reelection this year; Steven Blount, who was endorsed by the OC Dems.  As far as we can tell, though, his endorsements do seem to stick mostly within the non-partisan messaging that he’s aiming for.

Leo has done something rather unusual in his campaign and held a number of “Coffee with the Candidate” events that are free and public - many candidates hold their Q&A events that double as fundraisers and become harder for working class folks to access.  Leo seems to have prioritized openness and public access in his campaign.

Leo does have affiliations with LGBTQ+ allies - on his Facebook page he posted about how excited he was to meet Congresswoman Janet Napolitano, who has consistently voted in favor of LGBTQ+ protections.  Janet, who received an “F” from the anti-LGBTQ+ religious/political organization “Catholic Votes”,  has consistently called out anti-LGBTQ+ discrimination from her colleagues in Congress, such as when she tweeted about H.R. 734 last year, “We cannot let anti-LGBTQI+ Republicans—who have refused to work with us on addressing real gender equity issues in sports—use ‘protecting women’ as an excuse to attack trans kids! I voted NO on this bill. #LetKidsPlay”

Leo Medrano, Cypress City Council District 4 candidate, 2024 election questionnaire
Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: There exists a strong sense of civic pride within Cypress, making Cypress one of the safest places to live, work and raise a family in California. However, I feel the biggest need our fine city faces is addressing internal fighting and division within the community. This issue undermines social cohesion, hampers progress and creates an environment of mistrust.

To address this, I would focus on:

    – Facilitating more open dialogue: Create more town hall meetings and forums where residents can discuss issues openly, share perspectives and find more common ground.

    – Promote community events: Organize events that bring groups together. These events can better foster a sense of unity and build relationships.

    – Inclusive policymaking: Ensure that all voices are heard in the decision-making process. This inclusivity can help prevent feelings of disenfranchisement that often lead to conflict.

    – Conflict resolution programs and education initiatives: Offer conflict resolution programs within the community to help people manage disputes constructively.

By focusing on these strategies, we can reduce internal fighting, build a more cohesive and resilient community and ensure a brighter tomorrow for Cypress.

Blaze Bhence, Cypress City Council District 4 candidate, 2024 election questionnaire
Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: Having a plan for increased housing and a well-planned community. We currently are one of the very few cities that does not have a planning commission. We need to appoint a planning commission for the people, by the people. Without a plan, we plan to fail and we have failed on the Lincoln corridor and other areas of the city. We have much more to build out in the next decade, and we should have a planning committee to support good initiatives and plans.

    When interviewed by the Voice of OC for his campaign for NOCCCD Trustee Area 1 in 2022, he had these notable things to say;

    • Re: Free Speech on Campus; “We need to have free speech on campuses.  That is where the students learn, grow, and debate.”

    • Re: Mental Health Care on Campuses: “Yes.  More counseling and therapy electives can and should be offered.”

    • Re: Wages for School District Staff: “I think we need to look at fair wages for the area and environment we live in.  We need to consider higher raises for those that perform at higher levels and over achieve.  We also need to look at intangibles like healthcare for families of staff, not just more money to chase rising healthcare costs.”

    • Re: Book Bans in the college environment: “No, I do not support banning books, especially in higher educational facilities.  Young students K-12 perhaps some need to be moderated or not used in a campus environment, however, college and adult education should be open for all to enjoy, consume, and debate if desired”

    • Re: Climate Change: “Let’s get our energy stabilized, off oil and fossil fuel industry.  Let’s look at energy and water conservation, yet flourish in creation.  We live next to an ocean of water and a land of sun.  Let’s use those resources and not burn fossil fuels.  This protects us all from foreign interests and revenues fleeing our state.”

    • Re: If he thought the 2020 Presidential Election was stolen: “Frankly, I’m not sure what this has to do with the NOCCCD, but I’ll answer anyway – No.”

  • Candidate

You can find Glenn’s candidate statement here.

Glenn teaches Sunday School at SeaCoast Church in Cypress. Reviewing SCC’s website, they spell out their opposition to LGBTQ+ marriage in their “What We Believe” page, saying “13. ABOUT MARRIAGE:  We believe that God ordained marriage as a voluntary union of one man and one woman (Genesis 2:21-24, Matthew 19:4-6, Mark 10:6-9, Ephesians 5:31). We resolve that as a matter of belief, doctrine, and religious practice, our church reserves the term "marriage" for the covenant relationship between one man and one woman. We resolve that pastors, leaders, and staff of our church will only be allowed to arrange for or officiate at the solemnization or celebration of marriage when it conforms to what we consider to be God's plan for marriage”. As part of the ministry staff at this church, we feel it’s a reasonable connection to make that Button shares these views.

Glenn shared on his campaign Facebook about his endorsement by the California Women’s Leadership Association, saying, “I am pleased to be endorsed by California Women's Leadership Association PAC for my city council campaign. As quoted by their Chair, Dr. Parmis Khatibi, "We believe that you are the best qualified to represent our values!"  I appreciate their support.”  The values that Khatibi is talking about include anti-LGBTQ+ perspectives, as found on their “Issues Campaign” page, where they talk about their priorities around “a Parent’s Bill of Rights to empower parents to have a voice and follow what their children are being taught in school”.  This has been the dog-whistle of choice by groups seeking to ban LGBTQ+ related curriculum and Pride flags in classrooms, and to push forced outing policies.

The sole post on his campaign instagram page is with State Legislator Janet Nguyen, who has consistently voted against LGBTQ+ protections in the State Legislature.

Glenn Button, Cypress City Council District 4 candidate, 2024 election questionnaire
Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: The city of Cypress was forced into district elections for our City Council earlier this year. Some council members have already suggested further fragmentation of our small city by appointing commissioners by district. Residents have shared with me that they want people selected by their qualifications and internal character, rather than by outward appearances or address. As shown in our recent survey, people are delighted with our city and want to keep the continuity, unity and positive direction we have established. My campaign is endorsed by the majority of our current councilmembers and several past mayors.

Smith has served on the board of trustees of the AUHSD since 1996.

What do you see as the role of parents in education? Is there a limitation?”

Smith answered: “Well, I think that that law is well thought out. We have different issues with our youth today. It’s a different world than when I grew up, and the issues that are very important for our youth today should be handled in an ethical manner.”

O’Neal has been a trustee of the AUHSD since 2002. Ron replied, “Parents play a vital role as partners with the school district in supporting their children. Unfortunately, not all students feel comfortable confiding in their parents for various reasons. Schools can serve as a safe and supportive environment where students can build the confidence and readiness to involve their parents in important conversations. This group of students often faces higher rates of suicidal ideation and mental health challenges. It is essential for our schools to help bridge the gap for these students, providing support and guiding them toward connecting with their parents during this critical time in their lives.”

Blount gave this answer: “This involves two opposing inalienable rights: that parents should have complete control and involvement in the lives of the children and the right of children to be what they truly believe they are. In the same vein, if a parent is truly, completely and totally involved in their children’s lives and well-being, they will know already. The task is to make sure the students don’t fear the reaction of the parents and that students should believe that their parents love them completely and unconditionally.”

“Farnaz Pardasani, Los Alamitos Unified School District Trustee Area 4 candidate, 2024 election questionnaire” - OC REGISTER

“California has a new law, set to go into effect in 2025, that prohibits districts from enforcing what’s been called parental notification policies, rules for school employees to contact parents if their child may be changing their gender identity. What do you see as the role of parents in education? Is there a limitation? (Please limit your answer to 200 words or less.)”

Pardasani replied, “As a parent, I see firsthand how critical the role of parents are in education. Personally, I have been highly involved in our kids’ educational experience since preschool. I’ve worked inside the classroom, volunteered for various activities, taken on leadership roles, helped fundraise, donated to sustain our STEM and Arts programs, and more.

My husband and I feel strongly that our most important job is to raise good humans and responsible citizens. I don’t see that ever ending. In turn, I see our schools as partners in this journey. Partnership requires transparency and two-way communication throughout the relationship.

As for the new law in California, I’m taking time to educate myself. I’m talking to our community to better understand perspectives. Sometimes, in trying to do good, we lose sight of the unintended consequences of a regulation.

In our district, we generally get it right over time — balancing the need to meet the demands of our state’s legislature while staying true to our community’s values. With me on the board, I will work on behalf of all parents to ensure our policies reflect our community’s values.”

Farnaz Pardasani named McGaugh [Elementary School’s] ‘Hero of the Heart’”

Pardasani, who currently serves as President of the McGaugh Parent Teacher Association, works tirelessly to ensure that parents and students have what they need to succeed, said Gates. He said Pardasani personally authored a grant application that raised the $3000 needed to cover the costs of a social/emotional parent workshop.

*** L. Bobby Papoulias received our invitation to take the School Board Advocacy Pledge, as did every other school board candidate in Orange County.  He responded to decline, and when he realized that we would be sharing his reply in the voter guide (something that was made clear in the initial email), he went back and forth between demanding that we share the full email interaction, and threatening legal action if we shared it.  After consulting with our legal team, we have decided to share the entire thread in full.  Please find it at the bottom of his information here. ***

Candidate Statement: Read in full here

“He recognizes the challenges posed by the rapidly changing landscape of online communication and information access, which often diverge from traditional family values. His candidacy is driven by the need to stay ahead of these changes, ensuring that parents have a strong voice in helping their child’s educational environment align with their traditional family values. Dr. Papoulias promises to foster transparency among teachers, administrators, and, most importantly, parents. He is dedicated to prioritizing the well-being of families within the district, steering clear of agendas and fleeting social trends. He seeks to create an educational system where the interests of families are heard, ensuring the well-being of our children for the future.”

On his facebook, Papoulias posted a question for his supporters, asking families who left Los Al USD between 2020-2024 what it would take them to come back.  The only comment on the post comes from a supporter who said, “Oak Middle School celebrated Pride Week with daily PowerPoint slideshows that had links to gay porn sites. The elementary school took their 5th graders to camps where the counselors were “non-binary” and so males were sleeping in the young girls cabins. The high school’s “award winning” musicals openly mocked christian churches. Shall I go on? Drugs and sex in the high school bathrooms”.  While Bobby did not like the post, it has remained untouched on his platform - we think it’s notable that he’s allowing such incredibly anti-LGBTQ+ language to go unanswered on his page - especially claims that the schools are sending middle schoolers to gay porn sites.

    Papoulias was an enthusiastic supporter of the ballot initiative “Restricts Rights of Transgender Youth”, which would have done the following;

    • Create a state-level forced outing policy for CA schools

    • Ban transgender girls from K-12 sports (not trans boys, notably…)

    • Ban all forms of gender affirming care for trans youth in CA

Papoulias advertised on his social media a signature event in Seal Beach for the ballot initiative, which failed to qualify for the November ballot.

    “Hello L. Bobby Papoulias,

We here at Pride at the Pier, a queer, political advocacy non-profit in Orange County, are creating a non-partisan ballot guide for the local OC races this election season.

In connection with that, we are writing to invite you to take the Advocacy Pledge, a commitment to uphold principles of inclusivity, equity, and respect. This pledge is a crucial step in ensuring that our community remains a welcoming and supportive place for all individuals, regardless of their background or identity.

The Advocacy Pledge includes the following commitments:

    1. Acknowledgement of the Separation of Church and State: Affirmation of the importance of maintaining a clear separation between religious beliefs and public policy.

    1. Open Dialogue with the LGBTQ+ Community: Commitment to seeking out and engaging in open and respectful dialogue with members of the LGBTQ+ community in your role.

    1. Prioritizing Safety, Dignity, and Equity: Pledge to prioritize the safety, dignity, and equity of all constituents, including marginalized communities.

    1. Acknowledgement of Federal and State Protections: Pledge to abide by AB 1955, The Safety Act, which prohibits enforcement of forced outing policies. Pledge to abide by the current Title IX language, which prohibits discrimination and harassment based on sexual orientation, gender identity, and sex characteristics in schools that receive federal funding.

    1. Respect for Students’ Human Rights: Pledge to acknowledge that students in your jurisdiction are full fledged human beings who are not “owned” by any other human being, and should feel safe and have the autonomy to be themselves in school spaces.

By taking this pledge, you are demonstrating your dedication to creating a community that values diversity, inclusivity, and respect for all. A response is requested via email reply to this message. A lack of response will be considered a decline to take the pledge.

I hope you will consider taking the Advocacy Pledge. Your response will be included in our ballot guide that will be widely distributed across Orange County.

Thank you for your time and consideration.

    Sincerely,

    Kanan Durham

What do you see as the role of parents in education? Is there a limitation? (Please limit your answer to 200 words or less.)

Perla replied, “I believe that parents should be actively involved in all aspects of their child’s education and well-being. It is essential for parents to be informed about what is happening at school with their child. When information is withheld from parents, it can hinder our ability to fully support our children, help them navigate their educational journey, and demonstrate our care for their development.

The only limitation to this involvement occurs when a child is facing abuse in any form, as our priority must be to protect all children.

School is a place for learning, and I believe that teachers are dedicated to their vital role in fostering that environment. It is important to encourage students and families to practice open communication, uphold family values, build healthy relationships, and spend quality time together.”

What do you see as the role of parents in education? Is there a limitation? (Please limit your answer to 200 words or less.)

Bragman replied, “Parents and families are a student’s first teachers and serve as a cornerstone of the educational experience. Their involvement in education is a critical factor in a student’s success both inside and outside the classroom. I firmly believe that parents and families should play a significant role in their children’s education, partnering with schools to provide the support needed for their growth and development. When addressing sensitive issues such as gender identity, it is essential for parents and families to foster relationships with their children rooted in compassion, love, trust, and safety. This foundation ensures that meaningful discussions on these topics occur at home, allowing students to feel supported both at home and in school. By maintaining open lines of communication and providing a nurturing environment, families can better understand and meet the needs of their children as they navigate complex issues. Schools, in turn, can work alongside families to create a cohesive support system that promotes the well-being and success of every student. The partnership between families and schools is vital in ensuring that students receive the comprehensive support they need to thrive academically, socially, and emotionally.”

This small town community has a big heart and offers something for every generation. I plan to work on behalf of the residents to maintain the quality of life that makes Cypress a top place to live.

Responsible Growth & Management: The State mandated cities, including Cypress plan to build a specific number of homes in the next several years. Our community should build at a pace that is cautious, sustainable, and balanced across the entire city. Attending the first Cypress Citizen’s Academy taught me about City operations, infrastructure, and its financial health. As the Business Park looks to modernize and the pandemic economic recovery continues, I look forward to working with stakeholders to build new partnerships that is good for Cypress.

Build a Sustainable Community: Networking and building relationships are key elements of a solid foundation needed when implementing programs. As we build, I’d like Cypress to consider building more areas for outdoor eating and boutique style small businesses to invite surrounding cities, as well as Cypress residents to shop and relax here. Hopefully, it will also create more opportunities for our high school and college students to work close to home.

Preserve Cypress’ Quality of Life: Cypress is a great city that like most is dealing with challenges (e.g., state mandated housing & the Pandemic recovery). If elected, I look forward to working to move us forward. Some of my community activities include: Little League Asst. Coach, SEYO Basketball Team Parent, Luther Elementary Room Parent, KHS Shamrock Regiment VP Hospitality, and Walker Jr High Site Council Representative. It was a privilege to volunteer and the experience will serve me well as a Council Member.”

Janet has significant support from Proud Boys. Known Proud Boy Baked Alaska is friends with her.

Nguyen’s tendency to call her legislative peers “communists” and start fights over it have led to her being removed from the debate floor by Capitol security. When questioned on free speech allowance in California, she said that the ‘communist flag’ (referring to the flag of the communist Vietnamese government that many Vietnamese-Americans residents of Orange County emigrated to escape from) is comparable to KKK imagery.

While she was County Supervisor back in 2012, she “fled” the dias when community members brought forth a request for the County Board to recognize Harvey Milk Day.

The LA Times described of the event:

“One of the supervisors, Janet Nguyen, walked from the board room shortly after the activists began their presentation. Last year, Nguyen also left the meeting as the activists spoke.”

On her official Senator instagram page, Nguyen posted the transphobic conspiracy theory about Olympic boxer and cisgender woman Imane Khelif, saying, “When a female boxer’s #Olympic dreams go up in flames after fighting a biological man, something needs to be done. #IStandWithCarini”.  As a reminder, Khelif is a cisgender woman, and is currently pursuing a major lawsuit against the influential people who pushed the conspiracy theory, including Elon Musk and JK Rowling.

She joined anti-LGBTQ+ extremist politician Gracey Van Der Mark in the Annual HB July 4th weekend Bike Ride, posting the selfie on her instagram page.

    Overview:

Michelle Steel’s most prominent campaign platform is around lowering taxes for Californians. However, in 2022, she voted against the Inflation Reduction Act during her congressional tenure, thereby voting against lowering prices on prescription drugs, health insurance, and everyday energy costs. This is a core example of Michelle Steel’s long history of flip-flopping her public comments on issues and her voting record. After her 2014 comment at a Tea Party event went viral in 2020, she issued a statement, saying her anti gay-marraige comments were “made in jest.” Over the next four years, she would go on to vote in opposition of LGBTQ rights via voting in support for Parents’ Bill of Rights and Life at Conception Act, and against Respect for Marriage Act, Equality Act, among many more. Her recent stance in support of IVF and selective pro-life stand in opposition to her voting record that restrict reproductive rights.

During her time as Chairwoman of OC Board of Supervisors, she routinely shut down efforts at transparency and building trust between the County and its constituents.

    Public comments:

    • Ed Branding podcast. When talking about why run now, he says the district has not received representation. Cites that there has never been a Vietnamese representative from this district, which holds a large Vietnamese population. Also in this episode talked very positively about his experience in the military, including a regret of not serving full 20-year term. Learned about camaraderie. His why across all his experiences is a duty to serve.

    • Chamber of Commerce talk -- bipartisanship. Reduction in insulin costs, to benefit working class folks. Interested in diplomacy on the world stage, infrastructure investment, attention to veteran mental health. Housing crisis tied to mental health crisis, primary to affordable housing. Investing in social service providers. 100% pro choice
