    Q: In your opinion, what is the biggest need your city faces, and how would you address it?
    A: Public safety is the most important thing we do, and we are pleased to be one of the safest cities in the state. We contract with the Orange County Sheriff for police services, and as a small city with a small budget, our public safety expense consumes nearly half of our general fund budget. We have no control over the cost of sheriff services, and we have been flexible and fortunate to be able to fund this essential need and to maintain other city services.


    Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
    A: Curiosity and a willingness to listen and learn are among the essential requirements for good leadership, and I have both. I spent 11 years as an Army officer, and my leadership training has served me well during my four terms on the City Council. During my career as a lawyer, I learned to recognize both sides of an argument, and I learned how to explain both sides clearly, and how to lead opposing sides toward agreement. I have always initiated and supported our city’s actions to promote diversity, equity and inclusion.

    Q: In your opinion, what is the biggest need your city faces, and how would you address it?
    A: Because the city of Laguna Woods is an age-restricted city, the most concerned area is health and finance of seniors. We need to put our emphasis on communication and education. There are constant changes in health care costs that need to be explained to our residents as well as educating about existing programs that might be a benefit to our residents and work toward to create more programs that might be beneficial to our residents.


    Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
    A: I feel that in the diverse community, communication is the most important part. The city can create more events and programs to educate our residents about different cultures and encouage the ethnic community to play active role in the city programs. I am a great communicator, and I like to hold a regular forum to talk about the current issues that the city is engaged in and also bring the suggestions from the residents back to the city for discussions to promote understanding of both sides.

    Q: In your opinion, what is the biggest need your city faces, and how would you address it?
    A: We are a small city, and we benefit from so many things. We have done so much with the land and resources we have and protected it all so well with sound financial guidance and believing all actions count, no matter how small as long as we are going in the right direction. Our roads are all some of the best quality in the county and our city manager one of the very best. We need a new generator we have been seeking a grant for, but it will come. We are excited about our new library and starting our new Fire Department that will be able to get to all our residents in that golden five minutes. A second fire station will also reduce the noise of sirens going up and down El Toro. It will be a benefit to surrounding cities, too.


    Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
    A: I would make a good leader because I’ve been a good leader. I am very proud of what I’ve been able to accomplish on council. I have a plan for the next four years and want to see it though. People know and like me; we’ve all worked closely on many issues through the years. I was able to facilitate a roommate policy with Third Mutual, in the Village, that allows a person to have a co-occupant for companionship, income or caregiving. I am proud to see many people taking advantage of it and being able to afford to stay in the community they love with the friends they love. When the shooting at Geneva Presbyterian happened, I helped form Community Bridge Builders to create bridges between groups through food, festivals, cultural exchanges and anti-bias trainings. We are creating our own for seniors and by seniors a course on ageism that is still in development. I am a good leader because I love and respect the many different people living here and can use my voice to help them and improve their quality of life. I love and celebrate the diversity that lives in our city.

    Q: In your opinion, what is the biggest need your city faces, and how would you address it?
    A: By examining the city website, I noticed that public safety expense is a large component. However, I also noticed that over the last six years, as a percentage of the budget, public safety expenses actually decreased slightly. Fortunately, revenue increased. Property tax revenue accounts for approximately 45% of revenue, and it continues to increase. Therefore, we must watch that any significant component of the budget does not increase at a rate not offset by increasing revenue.


    Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
    A: My leadership qualities are supported by my education and work experience. Both prepared me to understand finances, budgets and business organization. Furthermore, as a retired geologist and geophysicist, I have knowledge and experience in groundwater and faults associated with earthquakes. Therefore, I also have the knowledge and experience to lead the residents knowledgeably in the areas of utilities and vital resources.

    Also, I am not political and have no agenda. That has allowed me to work well with others in previous leadership roles such as my service on Third Mutual Board. I treat everyone the same. Second, a leader is supported by his people. If he takes care of his people, people will support him. That was the way I treated people when I was the seismic party chief for Shell oil company, and when I was supervisor for the geophysical technology group for Saudi Aramco. It worked great.
