Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: The city’s biggest need is financial. My city is embroiled in various lawsuits that are costing our taxpayers dearly in legal fees. The most recent data indicates over $750,000 spent on these lawsuits over approximately the past two years. These costly legal entanglements need to be resolved.We also need to restore trust in our City Council. Three of our council members campaigned on promises of “no new taxes” in 2022 and are now pushing a sales tax increase. They also make sure everyone knows that they will look very unfavorably on anyone who dares criticize them. The constant interruption of public speakers on Aug. 6 of this year is a recent example of this very thing. Freedom of speech means all sides to a controversy should be welcomed by public officials. As a councilmember, I will not take away public comment time by interrupting speakers. Our community should be welcomed to City Council meetings without fear of interruption or ridicule. I will be the councilmember who will be the positive change maker. I will disagree with others when necessary, without being disagreeable.
Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
A: After teaching science in La Habra schools for nearly 33 years, and affectionately known as ” Dr. P.,”I know the families of La Habra. Having served on the La Habra City School District School Board for nearly four years, currently serving as the vice-president/clerk, I will utilize the same diligent approach to problem-solving for the city as I have with the school district. Our city’s residents rely on the wide variety of local businesses. In turn, our wonderful businesses rely on our community and our visitors to shop locally. My work with the La Habra Area Chamber of Commerce, currently serving as first vice chair on the executive board, allows me first-hand knowledge of how our local businesses succeed through innovation and hard work. Our businesses deserve an understanding and supportive City Council, a council that keeps all chains of communication open and cooperatively linked.With a doctorate degree from Claremont University, I know I can research complex issues while also relating to the residents and business owners of La Habra. I will be the positive change maker, bringing full transparency and advocacy which includes a courteous and sincere approach to all.

Delwin is a former Los Angeles Sheriff’s Deputy. During his time there, he served as their DEI liaison and worked on the anti-racism taskforce. He lists under his experience, “Managing Civil Actions In Threat Incidents Protester Devices PER-202” and “Managing Civil Actions In Threat Incidents Command MCATI MGT-300”.
His issues page is extremely long and detailed and we suggest that you read it here as there is more than we can really summarize. However, he emphasizes a focus on addressing the housing crisis with local control, enhancing the quality of education in the city (he expresses the issues with the quality in great detail but does not provide detailed information on how to fix it), and maintaining a ‘high resilient’ police force. We looked closely for red flags and dog whistles regarding marginalized communities, but didn’t see anything obvious.

On his instagram, he follows Tim Shaw, La Habra’s local representative on the OC Board of Education who has consistently voted against LGBTQ+ protections. He also follows current La Habra Councilmember Carrie Surich, who is an ally to the LGBTQ+ community. Most of the accounts he follows appear to be local groups, businesses, and people. Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: The biggest need our La Habrans face is meeting financial burdens and concerns of quality of life as cost increases occur due to sales taxes and inflation. Should an increased sales tax be imposed, retirees, seniors and low-income families may have to either make sacrifices or find alternative means to maintain a decent quality of life. Should an increased sales tax fail to be imposed, this could complicate the city’s ability to provide adequate and expected levels of services to its community. This includes maintaining competitive salaries for service workers that in part keep them from seeking positions at other neighboring cities. I will address this dilemma by improving the communication and relationship between the city government and the people it serves in the form of expressly stating transparent intentions of how the city prioritizes its spending. More specifically, I think it’s important for the city government to not only share where expenses go but when residents are being asked to support higher taxes, we provide comprehensive promises.Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
A: A leader is an individual who holds a position of authority, someone we look up to for direction. But holding a title doesn’t automatically make one effective. A leader may command respect through their role, but it is through leadership that they truly inspire, influence and create lasting change. I choose not to be defined as a good leader but instead, be looked at through my deeds in exercising leadership within every community I have served. I want my fellow residents to see the qualities of leadership I possess with the values and principles I stand on with the intention of inspiring and nurturing others to be the best version of themselves. Since my childhood, I have practiced this, engaging the public, my colleagues and organizations in meaningful dialog that promotes service to others, empathy, accountability and decisive action regardless of my titles. The titles I have held are merely vehicles for me to gain access to the largest group possible in need throughout a community like La Habra.Diversity is a cornerstone of innovation in how people expand the many ways they can provide service to others, and as a city that prides itself on being “a caring community,” we can encourage the providing of service to one another. I recognize the opportunity I have to model the way of these ideas, especially with the challenges I have faced that may differ from other La Habrans. Choosing between being a leader or embodying leadership is a choice between mere authority and meaningful influence. I choose leadership because it’s about more than just voting on a council and directing others — it’s about empowering people, fostering collaboration, creating a shared vision for the future and conveying a message that those I inspire can too someday become a councilmember.

A: One of our biggest needs we face in our city is not helping our unhoused families living and working in our community. We actually have a high number of McKinney-Vento families that need our help and attention that schools try to help, but without outside help from our city or council, the problem is never going to be addressed. We do have an agreement that I and others working with former advocate and organizer Mike Clements helped to procure during the start of the pandemic in 2020 with the help of the former police chief of Fullerton. This option isn’t viable for single women or families who might feel a general population shelter isn’t the safest option for them. There are many organizations locally that help families into housing with wrap-around services to help each individual family member succeed.Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
A: I am the right leader because my 20 years of dedicated service as a planning commissioner and community advocate demonstrate my commitment to our city. My track record shows that I prioritize empathy, inclusivity and effective communication, ensuring that every decision I make is well-informed and community-centered. I understand the value of teamwork and diverse perspectives in solving complex problems.To represent the diverse communities of our city, I would engage directly with residents, listen to their concerns and advocate for policies that reflect their needs. My goal is to create an environment where every voice is heard and respected. I am committed to bridging gaps between communities, promoting equitable access to resources and empowering underrepresented groups to actively participate in our city’s decision-making processes.

La Habra City Council, 3 seats (at large)In her candidate statement, Carrie says, “I have lived in our unique community for over 34 years, along with four generations of my family. This is where my heart is and I want to continue my decades of service as your Councilmember”.
She has served as President of her local Meals on Wheels.
Some of the priorities she lists on her campaign website include “Seniors, Veterans, and Youth Services with Solutions for the Unhoused” and “Protect Our Parks and Open Spaces”.
She is a member of the La Habra Women’s Club, which shared on their facebook that they went to the White House this year to celebrate the 30th Anniversary of the Violence Against Women Act with President Biden. It does not appear Surich was in attendance at this event, which likely had a limited guest list.
On instagram, she follows State Legislator Philip Chen, who voted against AB 1955, as well as State Assemblywoman Blanca Pacheco, who voted yes on AB 1955. These were the only two politicians on her feed who popped out to us; they are both local to La Habra. Considering the bi-partisan nature, we don’t think this shows allegiance to any specific ideas about the LGBTQ+ community.

Q: In your opinion, what is the biggest need your city faces, and how would you address it?
A: Outside special interests, fostering rampant redevelopment, threaten the character of our caring community. At seven square miles, we have about 63,000 residents in an entirely built-out city. Although our housing element is compliant with state law, we must carefully manage the impacts of new redevelopment. Our quality of life depends upon addressing environmental impacts and traffic mitigation. We also face an aging infrastructure, where some water mains are 100 years old. We must look forward by protecting what we’ve achieved and keep La Habra unique in Orange County.
Q: Why would you make a good leader, and how would you represent the diverse communities of your city?
A: I feel I’ve been successful since being elected in 2022 (following my earlier appointment) by making extraordinary outreach to our residents and business community. Thousands of folks have met “Mayor Daren” at their door, as I’ve been walking neighborhoods since late January. Real “old-school” communication is vastly better than social media posts, and I tend to listen more than talk, fixing what I can, answering every question and leaving a personal cell phone number for future concerns. Retiring after 30 years as an L.A. County deputy sheriff, I have a unique perspective on public safety, and after 25 years of holding leadership positions in this community, I’ve got it down. La Habra is in good shape, and I’m looking forward to our centennial celebrations in 2025. What do you see as the role of parents in education? Is there a limitation?
A: It is imperative that children/youth/ teens make their own choices as to how they live their beautiful, unique and full selves. The role of school board members, teachers, and staff is to ensure that students have a safe school environment where those identities are honored, respected, and accepted. Moreover, it is imperative that school representatives are aware of different cultural dynamics in a student’s household that may impact who, what, when, where, why, students omit this type of disclosure from their family and/or parents. Thus, unless the information/disclosure is to prevent severe injury, death, or other harm, in my opinion, schools should first find pathways to educate teachers, staff, parents, and most importantly the students on what it means, to learn about and disclose this type of information.

Q: What background, experience and/or education qualify you for this elected office?
A: For many years, I have been involved in community building, education, and outreach efforts throughout Orange County to support local, state, and national social justice initiatives. Through these actions I learned to take action with the people and for the people, to build long-lasting communities, to get organized, to create positive change, to ensure that all our voices are heard and included, and to create impactful change.
In addition, to my community organizing involvement- I am a first-generation college graduate. I earned two Bachelor's Degrees in Psychology and Sociology, and a Masters Degree in Applied Social Research from the California State University Long Beach. Moreover, during those years I felt called to pursue a law degree because I continued to witness and experience the inequities that exist and I want to be a legal resource to our communities; therefore, in 2020 I started my law school journey at the Seattle University School of Law. I earned my law degree in 2023 and during my law school experience, I focused on exploring the intersectionalities of social justice, technology, and innovation.

In May 2023, he responded to HB Councilwoman Moser’s agenda item in public comment. For full context, the HB City Council has an invocation before every meeting. There used to be a process with the HB interfaith community wherein different faiths would be represented via a rotating invocation speaker from within the established interfaith council, and there was no favor shown to any single faith practice. When the current council majority was elected at the end of 2022, they did away with this practice, and for the last two years only Christianity has been reflected in the invocation. Councilwoman Moser, in an attempt to ensure the council was not giving unfair credence to any one faith, put forth an agenda item suggesting that there instead be a moment of silence, rather than a dedication to a single faith.
Pano spoke on this matter, saying “I’m really troubled by this new agenda item that’s come out (...) that is seeking to fundamentally remove our invocation from our meeting, and is a time-old tradition of our city council, and to replace it with a moment of silence. Well, there’s a couple things I want to go over here. First of all, the tradition that we’ve had in our community of having an invocation - that’s really emblematic of the unity that our community has. When it comes to all the different faith backgrounds, when it comes to all the different, um speakers, and different religious figures who have come before here - it’s not just been Christians, it’s been many different faith backgrounds. And so, for us to have an item on the agenda that’s been proposed by a member on this council that very soon, most likely, is going to be trying to seek your votes for the next election - it undermines the very unity that it represents in our community. Which is for us to respect each others’ faiths and convictions. It’s not possible to be able to just say, hey, we’re just going to have you pray in your room, and that’s all you need - I mean, that’s a really dangerous form of logic right there. Because you can say, oh, you can have all the constitutional rights you want in your bedroom - well, thank you so much for giving me the right to have rights in my bedroom, I really do appreciate that, but we need to be able to have the rights to be able to express ourselves, and our faiths, in a public forum. And a moment of silence just isn’t going to do that. (...) And so really the question I have to pose to Councilwoman Moser regarding this item is, is it really about inclusivity? Your item? You know, it seems to me to be a guise of neutrality that’s really covering a form of discrimination, which is the discrimination against our people of faith. Because many residents in our community have told me, especially of the Christian faith, but of all faith backgrounds, have said, we’re concerned that our rights are being trampled on and that we’re not being heard, based on this agenda item. So, given that information, I just want to say that we as a community should be upholding the traditions that unite us. And so remember - with progress, progress is not about discarding our values. Progress is about upholding the values that allow us to best serve our community.”

In a July 2021 OC Register article, Pano was photographed sitting next to Gracey Van Der Mark, prior to her 2022 election to the council, at a city council meeting. He reacts in a negatively shocked expression at then Mayor-Pro-Tem Delgleize stating that she would support the appointment of Rhonda Bolton to City Council to replace Tito Ortiz, who stepped down. In the photo, he wears a shirt emblazoned with a ‘Gracey for City Council’ message; Van Der Mark had also interviewed for the role and was hoping for the appointment.
According to this Calmatters article, Pano founded the local group, HB Patriots. The website defines the group as “HB Patriots is a 501c4 political organization dedicated to uniting Conservatives in Huntington Beach, CA. Our focus is on endorsing local candidates and actively participating in the city's politics. As a networking organization, we bring together individuals who share a common vision of promoting conservative values and principles. Join us and be part of a community that works towards a common goal of advancing conservatism in Huntington Beach”.
The article references Pano, saying, “Though he’s happy with the overall direction of the council, Frousiakis concedes that “the past few months have been getting a little bit off-track.” He established a political organization this year, the HB Patriots, and is running again for city council in 2024 with a message about getting back to local quality-of-life issues. “Unfortunately, I feel that our residents get sidelined as a result of that. I feel sidelined as a resident,” he said. “The other issues that are being talked about, that’s why I vote for president.”
